Icon Tutorial
This tutorial will explain how to make this image transformation in Paint Shop Pro and Photoshop. Some basic knowledge is required. Also note that your end result will differ from mine depending on the image you chose as your base. This particular tutorial works best with images a little on the warmer side.

Go to Layers >> New adjustment layer >> Color balance. Make sure "Preserve Luminosity/Luminance" is checked, then apply these settings: Midtones: 15, -10, 10 Shadows: 12, 12, -15 Highlights: 2, 25, -8 |

Go to Layers >> New adjustment layer >> Curves. Set your coordinates in these places: RGB: 162, 191 Red: 83, 60 and 190, 168 Green: 60, 82 and 178, 146 Blue: 104, 126 |

Go to Layers >> New Adjustment Layer >> Channel Mixer. Make sure the Monochrome box is not checked, then apply these settings: Blue: -12, 10, 121 |

Go to Layers >> New Adjustment Layer >> Hue/Saturation. Apply these settings: Yellows Saturation: -100 Greens Saturation: -100 |

You can leave the image as it is or add text, brushes, etc. I chose to leave mine alone. |
